Transifex Development

Also known as the "HACKING" file.

 - Transifex -devel branch depends on some leading-edge libraries. Take a look
   at the `setup.py` file for a list of them, along with the minimum versions.
 - We're slowly moving towards adopting TurboGears 2.
 - To initialize some test statistics, run `python stats_admin.py -i`.
 - To initialize i18n support, `./i18n.py --help`.
